Preface
The predecessor of Communication University of China (CUC) was the Technical Personnel Training Class of the Central Broadcasting Bureau established in 1954. In 1958, Beijing Broadcasting Specialty School was officially established. In 1959, it was renamed Beijing Broadcasting Institute with the approval of the State Council. In 2000, it was transferred from the National Radioand Television Administration to the Ministry of Education for management. In 2001, it was identified as a key construction university under the national 211 Project. In 2002, the East Campus (formerly Beijing Coal Management Cadre Institute) of China University of Mining and Technology (Beijing) was integrated into Beijing Broadcasting Institute. In 2004, it was renamed Communication University of China and in 2017, it was included in the list of the national World-Class Disciplines construction plan.
As a university with industry characteristics, CUC is committed to cultivating high-level talents in the field of information dissemination, contributing to the media industry of the Party and the country as well as economic and social development.
Looking to the future, CUC adheres to connotation development as the main line, reform and innovation as the driving force, quality improvement as the core, and pursues a path of distinctive and high-level university development.
Chapter 1 General Provisions
Article 1 In order to ensure the University operates in accordance with the law and manages autonomously, this Charter is formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China, and other relevant laws, regulations, and rules.
Article 2: “华体会娱乐场
” (Zhong Guo Chuan Mei Da Xue) is the official Chinese name and “Communication University of China”, with “CUC” as its abbreviation, is the official English name.
Article 3: The registered address of the University is No.1 Dingfuzhuang East Street, Chaoyang District, Beijing, P.R. China. The University website is //m.ecuabag.com .
Article 4: The University is established by the state under the administration of the education administrative department of the State Council. Decisions about the University's division, merger, and termination are made by the State.
Article 5: The University is a non-profit organization with independent legal status, independently assuming legal responsibilities. The principal is the University's legal representative.
Article 6: The University's sponsor and administrative authorities support the University in operating independently according to laws, regulations, and its charter; they also provide funding and resource support to ensure the conditions of the University, appoint and dismiss principal officials according to relevant regulations, manage and supervisethe University's operations through legislation, planning, and appropriations, and evaluate the running quality and level of the University.
Article 7: The University enjoys autonomy in admissions, personnel, subject and specialty settings, teaching activities, scientific research, social services, institutional settings, and external communication and cooperation according to the law.
Article 8: Guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, the Universityfollows the comprehensive leadership of the Party, fully implements the Party's educational policies, adheres to the socialist direction of running schools, roots itself in China while serving the people, serves the governance of the Communist Party of China, consolidates and develops the socialist system with Chinese characteristics, and contributes to reform, opening up, and socialist modernization.
Chapter 2 Positioning and Mission
Article 9: Rooted in media, the University serves the society and is opened to the world, aiming to build a world-renowned high-level communication university and contribute to the great rejuvenation of the Chinese nation.
Article 10: The University adheres to connotative development and distinctive education, upholding the philosophy of pursuing quality wholeheartedly, striving for development unanimously, and prioritizing students in everything.
Article 11: The fundamental task of the University is to cultivate talents with moral integrity, strengthen the political quality and professional ethics of media professionals, and nurture elite talents for the media industry who promote morality and virtue, apply knowledge to practical affairs, possess a strong sense of social responsibility and an international perspective, solid foundation, and strong practical and innovative abilities.
Article 12: The University primarily conducts full-time undergraduate and postgraduate education, while also providing continuing education and other types of education according to social needs, employing online education and other modern distance education methods to provide educational services to society.
Article 13: The University adheres to theeducational philosophy with six dimensions, which include: shaping our souls with Marxism, employing patriotism to strengthen the foundation, humanistic literacy to cultivate, global perspective to expand horizons, special projects to support, and future media to innovate. It follows the educational model of big classroom on campus, big stage in media to promote ideological and political courses alongside professional and practical courses, integrating theoretical teaching, professional practice, and social service to achieve all-around education.
Article 14: Oriented towards serving the national strategy, the University aims to establish a new type of think tank featuring unique Chinese culture and media, providing intellectual support for national and regional economic and social development.
Article 15: The University inherits and promotes the excellent traditional Chinese culture, absorbs and draws on the excellent achievements of human civilization, strives to advance cultural inheritance and innovation, and prosper the development of socialist culture.
Article 16: The University vigorously engages in high-level and wide-range international exchanges and cooperation, promote the internationalization of higher education in media and continuously enhance the level of international education operations.
Article 17: Guided by the Double First-Class initiative, the University strengthens the discipline characteristics of the small and comprehensive information dissemination, pursues the integration of new engineering and new liberal arts, and constructs a multi-disciplinary system centered on journalism, communication arts, information science, and technology, balancing and sustainably developing various disciplines in literature, engineering, arts, and management.
Chapter 3 Governance Structure
Article 18: The University adopts the governance model which is led by the Chinese Communist Party Committee of CUC (CUC Party Committee), which empowers the president to take full responsibility.
Article 19: The CUC Party Committee is the core leadership of the University, performing its responsibilities in accordance with laws and Party regulations, steering the University’s development direction, deciding on major issues, overseeing the execution of significant resolutions, and supporting the president in independently exercising his/her powers lawfully, ensuring the fulfillment of various tasks centered on talent cultivation. The primary responsibilities of CUC Party Committee are:
(1) Fully implement the Party's strategies, policies, and educational guidelines, adhere to the socialist direction of education, with the fundamental task of fostering virtue and character, govern the University according to the law and rely on the collective efforts of all teachers, students, and staff to promote scientific development, cultivate well-rounded socialist builders and successors in morality, intelligence, physical fitness, aesthetics, and labor education.
(2) Discuss and decide on major issues and basic management systems concerning the reform, development, stability, and administration of teaching, research, and general administration in the University.
(3) Adhere to the principle of Party Committee managing cadres, and, in accordance with cadre management authority, the Party Committee is responsible for the selection, education, training, assessment, and supervision of cadres; discuss and decide on the establishment of internal organization structures and the selection of their responsible personnel; recommend candidates for school-level leadership and reserve cadres in accordance with relevant procedures; and make good arrangements for retired cadres.
(4) Adhere to the principle of Party Committee managing talents, discuss and decide on talent work plan and major talent policies, innovate talent work systems and mechanisms, optimize the environment for talent’s growth, and comprehensively advance the construction of various talent teams in the University.
(5) Lead ideological and political work and moral education work, insist on arming the minds of teachers, students, and staff with the theoretical system of socialism with Chinese characteristics, cultivate and practice core socialist values, and firmly grasp the leadership, management, and discourse power of our ideological work; maintain the safety and stability of the University, and promote the construction of a harmonious campus.
(6) Strengthen the construction of campus culture, educate people by culture, and cultivate a good school spirit, academic atmosphere, and teaching style.
(7) Strengthen leadership over the grassroots Party organizations, perform well in the development, education, management, and service to Party members, develop grassroots democracy within the Party, fully play the role of grassroots Party organizations as fighting fortresses and the vanguard and model role of Party members; and strengthen the construction of Party Committee.
(8) Lead Party discipline inspection, implement the main responsibility of comprehensively and strictly governing the Party and building Party integrity and a clean government, and promote the construction of a system to punish and prevent corruption.
(9) Lead labor union, Communist Youth League, student union, and other organizations, as well as the work of the faculty and staff representative congress; perform well in united front work.
(10) Discuss and decide on other important matters concerning the vital interests of teachers, students, and staff.
CUC Party Committee implements collective leadership combined with individual division of responsibilities, adheres to the democratic centralism system, collectively discusses and decides on major issues and important matters of the University. The members of the leadership team perform their duties according to the division of labor.
The Secretary of CUC Party Committee presides over the overall work of the Party Committee. It is responsible for organizing important activities of the Committee, coordinating the work of the leadership team members, supervising and inspecting the implementation of the Committee's resolutions, actively coordinating the relationship between the Party Committee and the president of the University, and supporting the president's work.
During the recess of the plenary session of CUC Party Committee, its duties are performed by the Standing Committee.
Article 20: The Discipline Inspection Commission of the Communist Party of China at the Communication University of China is the exclusive internal supervisory body of the CUC Party Committee. It works under the dual leadership of CUC Party Committee and the higher discipline inspection commission. It maintains the Party's constitution and regulations, inspects the implementation of the Party's lines, principles, policies, resolutions, and the national laws and regulations, as well as the University’s rules, fulfilling the duties of supervision, discipline enforcement, and accountability. It assists CUC Party Committee in advancing comprehensive and strict governance of the Party, strengthening Party conduct and anti-corruption efforts, and ensuring and promoting the healthy career development of the University.
Article 21: Under the leadership of CUC Party Committee, the president implements the Party's educational policies, organizes the implementation of the relevant resolutions of CUC Party Committee, and exercises the various powers stipulated by the higher education law. The president is fully responsible for teaching, scientific research, and administrative management, whose main powers include:
(1) Organize the drafting and implementation of the University's development plans, basic management systems, important administrative regulations, major teaching and research reform measures, and important resource allocation schemes for running the University; organize the formulation and implementation of specific regulations and annual work plans.
(2) Organize the drafting and implementation of the setting plans for internal structure; recommend candidates for Vice Presidents according to national laws and relevant regulations concerning the selection and appointment of cadres, and appoint or remove heads of internal organizations.
(3) Organize the drafting and implementation of talent development plans, important talent policies, and major talent projects; build teaching faculty, hire or dismiss teachers and other internal staff in accordance with relevant regulations.
(4) Organize the drafting and implementation of major infrastructure projects and annual budgets; strengthen financial management and audit supervision, manage and protect the University’s assets.
(5) Organize teaching activities and scientific research, innovate talent cultivation mechanisms, improve the quality of talent cultivation, promote cultural inheritance and innovation, serve the national and local economic and social development, and strive to make the University distinctive and first-class.
(6) Organize moral education, manage student status, and implement rewards or punishments, as well as admissions and employment.
(7) Ensure safety, stability, and logistical support.
(8) Organize external communication and cooperation for the University, legally represent the University in signing cooperation agreements with governments at all levels, various sectors of society, and foreign institutions, and accept social donations.
(9) Report the implementation of major resolutions to the Party Committee, report the work to the Staff Representative Congress, and organize the handling of administrative work proposals from the Staff Representative Congress, Student Representative Congress, Labor Union Member Representative Congress, and Youth League Representative Congress; support the work of various grassroots Party organizations, democratic parties, mass organizations, and academic organizations in the University.
(10) Exercise other powers stipulated by laws, regulations, and the University’s charter.
The president's executive meeting serves as an administrative decision-making body, primarily responsible for proposing important matters for discussion and decision by the Party Committee, specifically deploying and implementing the resolutions of the Party Committee, and handling teaching, scientific research, and administrative management.
The meeting is convened and chaired by the president, with the attendance of vice presidents, and the president's assistants. The head of the supervision department attends the meeting as a non-voting member. The agenda items are proposed by members of the leadership team and determined by the president.
The Party secretary, deputy secretary, and the discipline inspection commission secretary may attend the meeting depending on the agenda items.
Article 22: The University establishes an Academic Committee to make decisions, review, assess, and provide consultation on academic affairs. The Academic Committee is the highest academic body in the University, with the following main functions:
(1) Deliberate or decide on the following matters: planning for the development of disciplines, specialties, and teaching staff, major academic plans such as scientific research and external academic exchanges and cooperation, autonomous setting or applying for the establishment of disciplines and specialties, and academic standards and methods for the appointment of teaching positions.
(2) Assess the following issues: teaching and research achievements and awards, recommendation of teaching and research achievements for external awards, self-established academic and research funds, research projects, and teaching and research awards.
(3) Provide advisory opinions on the following decisions: formulation of overall and significant development plans and strategies related to academic affairs, arrangement, distribution, and use of teaching and research funds in the budget.
(4) Handle reports of academic misconduct, conduct investigations, and adjudicate academic disputes.
(5) Other matters that require the opinion of the Academic Committee.
The Academic Committee is composed of professors from various disciplines and specialties within the University, as well as personnel with senior professional and technical positions. The number of members corresponds to the University's disciplines and specialties. No more than 1/4 of the members can hold leadership positions in the University's Party and administrative departments. No less than 1/2 of the members should be full-time professors not holding leadership positions in Party and administrative roles or primary responsibilities in teaching and research institutions.
The Academic Committee has one chairperson, nominated by the president and elected by all members. Members serve a term of four years and may be re-elected for one additional term. In each re-election, the number of re-elected members should not exceed 2/3 of the total number of members.
The Academic Committee establishes sub-committees as needed to fulfill corresponding responsibilities.
Article 23: The University establishes a Degree Evaluation Committee, which is responsible for awarding degrees and related matters in accordance with the law. The main duties include:
(1) Make decisions on awarding bachelor's, master's, and doctoral degrees.
(2) Approve the list of individuals to receive honorary doctorates.
(3) Review applications for the revocation of academic qualifications and decide on the withdrawal of degrees.
(4) Handle disputes concerning the awarding of degrees.
(5) Other matters that require the decision of the Degree Evaluation Committee.
Members of the Degree Evaluation Committee are selected based on academic disciplines and specialty settings, with the president serving as the chairperson. Committee members serve a term of 4 years and may be reappointed for one additional term.
The Degree Evaluation Committee may establish subcommittees as needed to perform corresponding duties.
Article 24: The University establishes an Undergraduate Teaching Advisory Committee to provide consultation and suggestions on the construction of undergraduate courses and the daily operation of teaching, which is run in accordance with its charter.
Article 25: The University establishes a Postgraduate Education Advisory Committee to provide consultation and suggestions on the formulation of postgraduate training programs and the management of the training process, which is run in accordance with its charter.
Article 26: The University establishes a Teaching Evaluation and Supervision Committee to oversee, inspect, evaluate, and guide undergraduate and postgraduate teaching and training work uniformly, which is run in accordance with its charter.
Article 27: The University establishes a Professional Technical Position Evaluation and Appointment Committee to review and appoint various series of professional technical positions, which is run in accordance with relevant regulations.
Article 28: The University’s Staff representative congress is the basic form for staff to legally participate in democratic management and supervision. The rights and responsibilities of the Staff representative congress are:
(1) Hear reports on the drafting and revision of the University’s charter and provide suggestions for modifications.
(2) Hear reports on the University’s development plans, staff development, educational and teaching reforms, campus construction, and other major reforms and resolutions, and provide feedback and suggestions.
(3) Hear annual work reports, financial reports, union work reports, and other special reports of the University, and provide feedback and suggestions.
(4) Discuss and approve welfare programs, on-campus distribution plans directly related to the interests of staff, as well as corresponding methods of staff appointment, assessment, rewards, and punishments proposed by the University.
(5) Review the handling of proposals from the previous staff representative meetings.
(6) Evaluate school leaders according to relevant work regulations and arrangements.
(7) Provide opinions and suggestions on the work in various ways, supervise the implementation of the University’s charter, rules, regulations, and decisions, and propose corrective measures and suggestions.
(8) Discuss other matters as stipulated by laws, regulations, and rules of the University.
The University establishes detailed rules for the implementation of the staff representative meetings, and these meetings exercise their powers as prescribed.
Article 29: The University establishes a board of directors, which is a consultative, deliberative, supervisory, and advisory body composed of representatives who care and support the development of the University. It is an important organizational form and institutional platform for the University to make decisions, democratic supervision, and social participation.
Article 30: The University sets up Party and administrative departments, directly affiliated units, and teaching and research institutions according to the actual needs of running the University and the principle of streamlining efficiency. Each institution performs management, security, and service functions based on the University's authorization.
Article 31: The University establishes supervision and auditing bodies that independently exercise supervisory and auditing authority.
Article 32: The University supports and guarantees that labor union, the Communist Youth League, and other mass organizations carry out their work independently and autonomously according to their respective charters.
Article 33: Each democratic party and social organization of the University conducts activities per their charters under the democratic management and supervision of the University.
Chapter 4 Teaching and Research Institute
Article 34: The University implements an internal management system that primarily relies on two levels of management: the University and colleges (research institutes) and centers.
Colleges (research institutes) and centers manage autonomously according to this charter, and are specifically responsible for organizing and implementing their Party affairs, student management, talent cultivation, teaching and research, international exchanges, and social services.
With the University's approval, colleges may set up departments (or divisions) responsible for teaching management and teaching research based on the development of disciplines and specialties.
Article 35: According to disciplines or major categories, the University sets up faculties, which are organized based on first-level disciplines in special cases. Except for some special colleges (research institutes), all other colleges (research institutes) are incorporated into faculties. Faculties are internal entities that coordinate academic affairs and discipline construction for the University, serve as platforms for academic management and overall Double First-Class construction, and explore the form of professor governing the study.
Article 36: The main functions and powers of colleges (research institutes) and centers include:
(1) Responsible for talent cultivation, teaching and research, international exchanges, and social services within their entity.
(2) Formulate and implement plans for faculty team building, responsible for constructing the teaching and research teams and management teams, and organize and implement major research projects, and build interdisciplinary platforms.
(3) Promote and implement their discipline construction tasks under the guidance of faculties.
(4) Manage and utilize the funds and assets allocated by the University.
(5) Responsible for Party building, and for the political and ideological work of teachers and students.
Article 37: Deans of colleges (research institutes) and directors of centers are administrative leaders, who are fully responsible for the teaching, research, and administrative management of their entities.
Article 38: The main responsibilities of the Party Committees (General Branch Committees, Direct Branch Committees) of colleges (research institutes) and centers are as follows:
(1) Publicize and implement the Party's routes, principles, policies, and the University's decisions, ensuring and supervising their implementation.
(2) Discuss and decide on important matters of the entity in Party and administrative joint meetings; support the administrators and leaders in independently carrying out their duties.
(3) Strengthen the political, ideological, organizational, style, systemic, and anti-corruption development of the Party organization; specifically guide the work of Party branches.
(4) Lead the ideological and political work within the entity.
(5) Carry out effective education and management work for the entity's Party cadres.
(6) Lead mass organizations such as the labor union, the Communist Youth League, the student union, and the representative conference of faculty and staff.
Article 39: The joint meeting of the Party and government is the basic system and main form of deliberation and decision-making for colleges (research institutes) and centers, and it discusses and decides on major matters in accordance with the rules of procedure.
Article 40: The University sets up independent scientific research institutions affiliated with the University as needed. Each scientific research institution assumes corresponding tasks such as scientific research, talent cultivation, and social services in accordance with the University's authorization and relevant regulations.
Chapter Five Faculty and Staff
Article 41: The University's faculty and staff consist of teachers, other professional technical personnel, administrative personnel, and labor service personnel. The University implements classified management of faculty and staff according to professional technical positions, administrative positions, and labor service positions.
Article 42: The University conducts regular assessments of faculty and staff, the results of which serve as the basis for appointments, promotions, transfers, and rewards or punishments.
Article 43: The University, in accordance with relevant national regulations, manages and serves retirees in an effective manner.
Article 44: Faculty and staff enjoy the following rights:
(1) Use the University's public resources according to work duties and needs.
(2) Fairly obtain opportunities and conditions necessary for their own development.
(3) Receive a fair evaluation in terms of character, ability, and performance.
(4) Be informed of major matters related to the University's reform, construction and development, and matters concerning their vital interests.
(5) Participate in democratic management and put forward opinions and suggestions on the work of the University.
(6) Raise objections or appeals regarding matters, such as appointments, welfare benefits, performance evaluations, and disciplinary actions.
(7) Other rights stipulated by laws, regulations, and rules.
Article 45: Faculty and staff shall fulfill the following obligations:
(1) Abide by the charter, laws, and regulations.
(2) Comply with the University's management system.
(3) Perform their job duties conscientiously and diligently.
(4) Respect and care for students, set a good example, educate and cultivate students through management and service.
(5) Abide by academic norms and adhere to academic ethics.
(6) Value and maintain the reputation of the University and protect the interests of the University.
(7) Other obligations stipulated by laws, regulations, and rules.
Article 46: Teachers are the main force in school operations. The University insists on regarding faculty team building as a fundamental task, providing necessary conditions and guarantees for teachers to carry out teaching, research, and social service activities.
Article 47: The University insists on prioritizing teachers' ethics, focusing on the motivation and evaluation of these ethics. Teachers with unqualified ethical evaluations and who are subject to punishment or processing will be deprived of their qualifications and credentials in areas such as awards, promotions, professional title evaluations, appointments, salary increments, selection of cadres, application for talent programs, and scientific research projects.
Article 48: According to national regulations, the University establishes a mechanism for the growth of income in line with the staff’s development level, improves the compensation system, and ensures reasonable treatment for staff.
Article 49: The University sets up an appeal institution for staff and improves the rights protection mechanism to ensure the legal rights and interests of the staff.
Article 50: Distinguished professors, lecture professors, part-time professors, honorary professors, visiting professors, visiting scholars, training teachers, and other staff shall enjoy corresponding rights and fulfill corresponding obligations according to relevant regulations and agreements during their teaching, research, and other activities at the University.
Chapter 6: Students
Article 51: Students refer to individuals who have been legally admitted to the University, obtained the qualifications for admission, and possess the University’s student status.
For those without student status of the University, their rights and obligations are determined according to relevant admission regulations, training agreements, etc.
The University enrolls, educates, and manages international students in accordance with national laws, regulations, and the University’s rules and regulations. International students must abide by Chinese laws, regulations, and the University’s rules and regulations, enjoy corresponding rights, and fulfill related obligations.
Article 52: Based on national policies, the University independently adjusts the enrollment ratio of various undergraduate majors and the admission ratio of different types of postgraduate students. It independently sets the examination score line for art undergraduate majors and the cultural examination admission control score line.
The University sets up an admissions committee in accordance with the relevant state regulations by following the principles of openness, fairness, and impartiality, establishes admission standards and procedures, and independently selects and admits students with innovative potential and academic strengths.
Article 53: The University regularly holds opening and graduation ceremonies, and occasionally holds anniversary celebrations and award ceremonies to fully leverage the educational function of these ceremonies.
Article 54: During their time at the University, students have the following rights:
(1) Participate in various activities arranged by the University’s educational and teaching plans and use the educational and teaching resources provided by the University.
(2) Engage in social practice, volunteer service, work-study programs, recreational sports, technological and cultural innovation activities, and receive employment and entrepreneurship guidance and services.
(3) Apply for scholarships, grants, and student loans.
(4) Receive scientific and fair evaluations in terms of moral character and academic performance and obtain corresponding academic certificates and degree certificates upon completing the required studies.
(5) Organize and participate in student groups on campus, participate in school management in appropriate ways, and enjoy the right to be informed, to participate, to express, and to supervise affairs related to the rights and interests of students.
(6) Raise objections to any handling or punishment given by the University, file appeals to the University and educational administrative departments, and file complaints or lawsuits according to law against behaviors by the University and its staff members that infringe upon their personal and property rights and other legal rights.
(7) Other rights stipulated by laws, regulations, and the University’s charter.
Article 55: Students shall fulfill the following obligations during their time at school:
(1) Abide by the Constitution, laws, and regulations.
(2) Comply with the University's charter and rules.
(3) Safeguard the reputation and interests of the University.
(4) Adhere to academic ethics and complete the required coursework.
(5) Pay tuition and related fees as prescribed, and fulfill the corresponding obligations for obtaining scholarships and financial aid.
(6) Follow codes of conduct, respect teachers, and develop good morals and behavior habits.
(7) Other obligations stipulated by laws, regulations, and the University's charter.
Article 56: The University shall commend and reward students or student groups that achieve outstanding results and bring honor to The University; students and student groups that violate discipline shall be subject to corresponding handling and disciplinary actions.
Article 57: The University establishes and improves a student aid system to assist students from economically disadvantaged families or students facing unforeseen changes, supporting them in completing their studies.
Article 58: The Student Representative Congress and the Postgraduate Representative Congress are important organizational forms for students to participate in the democratic management and supervision of the University. They shall exercise their powers and perform their duties in accordance with their respective charters.
Article 59: The Student Union (Postgraduate Student Union) is a mass organization of students under the leadership of CUC Party Committee and the guidance of the University’s Youth League Committee. It is responsible for self-service, self-management, self-education, and self-supervision. It serves as a bridge and link between the University and the students, a stage and base for the development and prosperity of campus culture, and an important carrier for cultivating well-rounded university students.
Article 60: The University establishes a student appeals institution and improves the mechanism for the protection and relief of student rights, safeguarding the legitimate rights and interests of students.
Chapter 7: Funding and Assets
Article 61: The primary sources of the University's funding are government financial allocations and business income. The University legally establishes a sound diversified funding system and raises education funds through multiple channels.
Article 62: The University implements a financial management system of unified leadership and centralized management, unifying financial regulations, and centralizing budgetary income and expenditure as well as accounting.
Article 63: The University establishes a sound state-owned asset management system, rationally allocates resources, improves resource utilization efficiency, and ensures the preservation and appreciation of assets. The University legally protects and reasonably utilizes intangible assets, such as the University’s name and logo.
Article 64: The University establishes an internal auditing and economic accountability system, conducts audit supervision and evaluation of economic activities, and accepts supervision and inspection from relevant state departments.
Article 65: The University improves logistic management and service systems, continuously enhancing the learning, working environment, and living conditions for students and staff.
Chapter 8: The University and Society
Article 66: The University actively expands educational services, serving the popularization of higher education, the construction of a lifelong education system, and a learning society.
Article 67: The University establishes an education foundation to accept social donations, manage donation projects and funds, and support the University's development.
Article 68: The University deepens cooperation among government, industry, academia, research, and application, promotes the socialization and industrialization of scientific research achievements, and encourages the application of these achievements in teaching practice.
Article 69: The University values and supports the development of school-run industries, establishes an asset management company to represent the University in exercising investor rights. The various industrial entities hosted or participated in by the University implement modern enterprise systems with clear property rights, clearly defined responsibilities and rights, independent operation, and scientific management.
Article 70: The University actively forges connections with renowned universities and institutions at home and abroad, introduces high-quality educational resources, and engages in deep-level exchanges and cooperation.
Article 71: Alumni refer to students who have studied at the University at various stages of its history, trainees who have studied for more than 3 months, former staff members, and individuals from various sectors both at home and abroad who have been awarded various honorary degrees and titles by the University.
Article 72: The University connects and serves alumni through the Alumni Association or the Alumni Work Liaison Office, prioritizes providing high-quality continuing education and other services for alumni, and encourages alumni to participate in the construction and development of the University.
Chapter 9: School Identification
Article 73: The University motto is Integrity, Professionalism, Erudition and Competence.
Article 74: The University emblem includes both a chest emblem and a logo emblem.
The chest emblem worn by faculty and staff has a yellow frame, red background, and white characters, while the chest emblem worn by students has a yellow frame, white background, and red characters.
The logo emblem consists of three pen nibs in red, green, and blue, and three concentric circles of varying radii. The outer ring features the English name COMMUNICATION UNIVERSITY OF CHINA at the top and the Chinese name 华体会娱乐场
(ZHONG GUO CHUAN MEI DA XUE) at the bottom.

Chapter 10 Supplementary Provisions
Article 78: The formulation and revision of this charter are discussed by the faculty and staff representative congress, reviewed by the meeting of the president's office, and approved by the plenary meeting of CUCParty Committee, which is then submitted to the Ministry of Education for approval.
Article 79: This charter serves as the basic norm of the University, and other internal regulations should be formulated and revised in accordance with this charter and must not conflict with it.
Article 80: The interpretation of this charter holds by CUC Party Committee.
Article 81: This charter takes effect upon approval and publication.
